The government of Puerto Rico asked RAND to assess the progress of recovery from Hurricanes Maria and Irma and to provide recommendations on how to accelerate that recovery. In this report, the authors analyze how migration has affected Puerto Rico’s recovery effort, focusing on three periods: migration before Hurricanes Irma and Maria, migration in the first year after the hurricanes, and the status of migration today.
