To help the Office of the Secretary of Defense and the Navy with force structure decisionmaking, RAND researchers developed the Shipbuilding and Force Structure Analysis Tool, a series of four linked models that provide an environment in which the user is able to understand the implications of force structure choices on resource requirements and the private shipyard industrial base. This report serves as a basic introduction to the tool and a guide to its use.
