The Limitations of a Cost-Effectiveness Approach to Military Decision-Making

A defense of the value of cost-effectiveness analysis as a basis for decisionmaking against charges of its being oversold. The author appreciates its limitations, but points out that they are less drastic than the faults of possible alternatives.
