This Perspective identifies opportunities for meaningful changes that the U.S. Intelligence Community can make in five areas -- strategic warning; tasking, collection, processing, exploitation, and dissemination (TCPED); security, counterintelligence, and insider threats; open-source information; and surging for crises -- to better meet the wide array of challenges the United States faces, especially potential conflict with Russia or China.
