In a study of the implementation of innovative practices in Air Force depot maintenance contracts, the authors looked at the relationship between organizational levers (means leadership can use to influence personnel to implement reform) and contract innovation. Levers related to innovation in writing contracts were found to be training in acquisition reform, attitude toward acquisition reform, and effective teaming.
