New Paths to Success: Determining Career Alternatives for Field-Grade Officers

Most military officers are subject to a policy known as “up-or-out,” which requires separation from service if they are not promoted or selectively continued within a certain period of time or when they reach grade tenure limits. At the request of the Office of the Secretary of Defense, RAND proposes four demonstration projects that would replace “promotability” with “employability” as the criterion for continuation and identifies methodologies for measuring the implementation and outcomes of the demonstration projects.
