Provides background information used in a larger RAND study entitled Interoperability: A Continuing Challenge in Coalition Air Operations. The focus of this study is on command, control, communications, intelligence, surveillance, and reconnaissance (C3ISR) systems and out-of-NATO-area operations. The report explores interoperability issues in military operations from a strategic, operational, tactical, and technological perspective, and provides aggregate data and case study analyses.
