Identifying Enemies Among Us: Evolving Terrorist Threats and the Continuing Challenges of Domestic Intelligence Collection and Information Sharing

A summary of discussions at a seminar at which officials, practitioners, and counterterrorism experts examined domestic intelligence and information sharing as these relate to terrorist threats. Topics discussed include changes in the threat; differences in the focus of local, state, and federal agencies; the need for better communication among agencies; Joint Terrorism Task Forces; fusion centers; problems in collecting domestic intelligence; and consequences of potential reductions in counterterrorism funding.
