Analyzes how a results-based accountability framework was used to devise programs targeting low-income families as part of the Long Term Family Self-Sufficiency Plan in Los Angeles County. RAND researchers interviewed 65 key informants and analyzed a wide range of written materials in its evaluation. They concluded that the framework is a useful planning tool for the County, but that its use in implementation and evaluation is more complicated.
