A recurring challenge to successful Department of the Air Force acquisition program execution is poor contractor performance. Early indication of potential contractor performance risks and execution issues is critical for proactive acquisition management. This report documents the technical design and architecture for a RAND-developed research software prototype that implements these methods described in two companion reports.
