Provides information to help assess how the insurance system for commercial property wind risk performed following the 2005 hurricane season and to determine whether changes in government wind risk insurance programs and regulations are warranted. Goals for a wind risk insurance system are proposed; related challenges are examined. Areas needing further research to inform the debate over changes to government programs and policies are set out.
