U.S. ability to develop aeronautical vehicles relies on the capabilities of large government test facilities. Redundancy within NASA is minimal. Of the 29 facilities we identified as strategically important in our prior 2004 study, two should be removed from that list due to dwindling long-term need for their capabilities. National reliance and consolidation with the DoD and U.S. industry facilities remains the next opportunity.
